
STEP 1 : Draw up your Under the Sea signature making sure to have an opaque box or circle of some sort where you will place the underwater effect name.

Ok so I decided I would make this tag for Melissa, and I think she has orangish reddish locks, so I needed a different mermaid.. but anyway..
STEP 2 : Set your background color to a bluish shade.. I'll share mine ;) #245C79 It's fairly important that this be a darker shade or the effect may not work out the same.. Put your name on the tag where you would like it.. I used Emma Script MvB, you are welcomed to use whatever font you like. I don't mail out fonts as I am not certain of the copyright laws concerning them but I am sure you can put it into a search engine and find it if you really want it.. Anyway, I am using size 28 but you may need to adjust that.. Make sure antialias is ON..
STEP 3 : Now go to Layers >> Duplicate...

STEP 4 : Now make the top layer invisble

STEP 5 : On Layer 1 ( see the one highlighted above ) set your
foreground color to something pretty and bright.. I am using pink. It is best
to use your dropper tool
to pick a color already in the signature so it matches well.. Now use your replacer
tool
to change the dark blue
to whatever color you've chosen...

STEP 6 : Now move it slightly to the left and go to EFFECTS >> BLUR >> GAUSSIAN BLUR settings somewhere between 1.00 and 2.19 anything within that would work.

STEP 7 : Now make the top layer visible

STEP 8: Maneuver the top layer until it looks right to you...
STEP 14 : Now go up to the layer with the dark blue name on it.. Should be the top layer :) Use your dodge tool at the following settings, to make some highlights on the outer right and left of the name ..

It may take a few tries, but you'll get the hang of it...
STEP 15 : Now go to LAYERS >> MERGE VISIBLE then press CTRL + C and open animation shop...
STEP 16 : Once animation shop is open press CTRL+V inside of
it and the above should open up as a new animation inside animation shop.
..
STEP 17 : Ok now go back to PSP and go to EDIT >> UNDO MERGE LAYERS then EDIT >> UNDO DODGE until there is no more of the dodge brush effect on your blue name :)

STEP 18 : Now use the dodge tool same settings as before, closer to the inside of your blue name..

STEP 19 : Now go to LAYERS >> MERGE VISIBLE then press CTRL + C and go to animation shop... When you are at animation shop, pres CTRL+L and it should paste it as the second frame of your current animation :)

Now repeat steps 17 - 19 :) When it is time to dodge your name, put a little in the center and then some around the ends..
Repeat steps 17 - 19 as many times as you like. I try to keep the animation to only four or five frames, so I am only going to repeat once more.. This time feel free to dodge the name however you like.. ( In fact dodge however you like, whenever you like, the method I have explained is not hard and fast and no two will look alike.. )
You should at this point have 4 frames inside your animation in animation shop. The quality of the following example is poor as I had to resize it .. but you should get the gist..

The delay time for your frames will likely already be 10.. All you have to do is go into ANIMATION PROPERTIES >> and make sure background is TRANSPARENT and then click on the LOOPING tab and make sure it loops indefinitely..
Now save as a gif and you are finished *Ü*
